Why the Beechwood Avenue Incident Should Concern Every Business Owner Near a Petrol Station

On July 5, 2026, firefighters responded to a reported explosion at the Mother's franchise adjacent to the FESCO gas station on Beechwood Avenue in Kingston. Operations at the service station were temporarily suspended. No injuries have been reported, and the cause of the explosion has not yet been confirmed.
But this incident raises a question that fire safety professionals have long understood — and that business owners, developers, and regulators need to take seriously.
Should open flame restaurants operate adjacent to petrol stations? The science says no.
The Invisible Danger: Petrol Vapor
Petrol has a flash point of approximately -40°C — meaning it continuously produces flammable vapor at virtually any ambient temperature. Those vapors don't stay in one place. They travel. They accumulate. And when they meet a direct ignition source — an open flame, a spark, intense heat — the result can be catastrophic.
This is not a theoretical risk. It is the fundamental reason hazardous area classification exists at every fuel retail site in the world.
Understanding the Danger Zones
International standards, including IEC 60079-10-1, define three hazardous zones at petrol stations:
Zone 0 — Areas where explosive gas is present continuously, such as inside fuel storage tanks.
Zone 1 — Areas where an explosive atmosphere is likely during normal operations. This includes:
Fuel dispensing nozzles
Tank filling connections
Vent outlets
Fuel transfer points
Zone 2 — Areas surrounding Zone 1 locations where vapor may accumulate due to minor leaks, spills, or abnormal conditions.
An open flame kitchen operating within or adjacent to these zones introduces a direct ignition source into an environment engineered to eliminate exactly that.
What Should Petrol Stations Sell Instead?
The commercial logic of food retail at service stations is sound — the footfall is there, and the demand is real. The solution is not to abandon food service. It is to do it safely.
Pre-packaged, grab-and-go meals reheated using microwave-type mechanisms are the appropriate model for petrol station food retail. Microwave heating produces no open flame, no spark, and no combustion source that could interact with dispersed petrol vapor in or around the dispensing area.
The goal is to eliminate every possible ignition source from the hazardous zone — not to introduce one in the name of commercial convenience.
How Far Is Safe Enough?
Separation distances at petrol stations are governed by local planning regulations and fire authority guidelines. While specific requirements vary by municipality and are subject to NEPA guidelines in Jamaica, generally accepted international benchmarks include:
50–100 metres minimum buffer between new petrol stations and sensitive uses such as schools, hospitals, and residential areas
150–500 metres separation between two petrol stations, depending on jurisdiction
Businesses operating in the immediate vicinity of a petrol station — particularly those involving heat, flame, or food preparation — should be subject to the same hazardous area assessment as the station itself. That assessment should involve a qualified fire safety engineer, not just a building permit.
The Broader Question
The July 5th’s incident on Beechwood Avenue is a reminder that proximity to a petrol station is not a passive risk. It is an active one that requires active management — through proper hazardous area classification, separation distance compliance, elimination of ignition sources, and ongoing fire safety auditing of every business operating within the danger zone.
Fire safety is not a document. It is a discipline.
And discipline, in this case, means making decisions based on science — before an incident forces the conversation.
